Cannot change Scene scripting identifier

I dont know if you consider this a bug or not.

When you initially create a scene, the Scripting Identifier is automatically created.  When you change the Scene, there is no way to update this value, though you can change the Display Name to anything you like.

If this is more appropriate as a feature request (having some sort of update button), then it can be moved there.

This is by design to help users from inadvertently breaking Rule/Scenes which reference that scene by changing its scripting identifier.

What you would need to do is select a scene then click the duplicate tool bar button... it has a popup tip of "Create a new scene based on the selected scene."
